Abstract

The purpose of this essay was to analyze from a documentary point of view the implications of open government as a central axis of the transformation of public administration worldwide, considering the scope and aspects to improve in Latin America. A bibliographic review was developed under documentary procedures, allowing us to consult authors of interest who demonstrate the relationships of technological advances, the leading role of citizen participation and the necessary flexibility of the state structure to modernize governance in favor of public management. Among the reviewed aspects, it stands out that the order of sustainable development stipulated in the 2030 Agenda is the promotion of a legal state that achieves social well-being in terms of equality and equity, where it is the citizen who effectively directly supports the government system to resolve issues of local interest. In this way, it is essential that institutions transform their government culture in the exercise of principles such as transparency, citizen participation, trust in the state and the achievement of true democracy in the administration of resources, all using as instruments legal and institutional reforms and strongly relying on the development of the digital society. It is concluded that, although notable steps have been taken in Latin America in terms of the inclusion of citizen power, especially at the municipal level, open government continues to be treated as an isolated strategy and not as a cultural trend in the style of public management at all levels of public administration in these nations.
